What is the reason for the existence of a state and a leader in the current chaotic times? Of course, there will not be few grievances between the leaders and the government. If there were few, it would be neither a leader nor a government nor a person. But what's the use if the grievance is not meaningful? 

I can't help but ask if people have been thinking about what it need to be meaningful. In order to be a leader and a government, isn't it important to hire enough human resources at the right place. What the people have elected a leader and a government does not mean to work only for their regime protection and re-establishment. In National Philosophy, there must be true value of the country and the people as well as the world. Isn't that a request and an order to manage the state administration according to its value and direction?

If the leader is such a leader, they would not have put the Republic of Korea in the current crisis of despair. From ancient times, great leaders have gone from self-interest and find hidden competent person. The past history tells us that people have been working for the country and the people which is the public interest and fairness not taking one side. 

Later generations call him Wise King and Great King. The wise king must have been searching for talented people through Tangpyeongcheok (蕩平策) who will devote himself to the country. This is why the prosecution reform is necessary.
